Rivers State House Of Assembly Moves To Investigate Ibas’s Administration

The Rivers State House of Assembly has taken a significant step towards ensuring transparency and accountability in governance by resolving to probe the finances of the state during Vice Admiral Ibok-Ete Ibas’s six-month tenure as sole administrator.

This move underscores the importance of legislative oversight and the people’s right to know how their resources are being utilized.

Ibas’s administration followed a period of political turmoil in Rivers State, culminating in President Bola Tinubu declaring a state of emergency and suspending Governor Siminalayi Fubara, his deputy, and the state lawmakers.

The six-month emergency rule ended on September 17, 2025, prompting the Assembly to seek clarity on expenditures during this period.

Rivers State received substantial allocations from the Federation Account Allocation Committee (FAAC) between March and August 2025, totaling N254.37 billion. A significant portion, 52.4%, came from oil derivation, highlighting the state’s dependence on oil revenue.

However, despite these inflows, there’s been criticism over lack of transparency, with the state failing to publish its 2025 Budget Implementation Report.

Civil society organizations have demanded accountability, suspecting corruption given stalled major projects. Enefaa Georgewill, Chairman of the Coalition of Civil Society Organisations in Rivers State, emphasized the need for a panel of inquiry to ascertain revenue and expenditure patterns.

Vice Admiral Ibas rejects the probe, arguing the Assembly lacks authority since they didn’t appoint him. He views the investigation as a “fool’s errand,” implying it targets the President and National Assembly who appointed and supervised him.

This investigation underscores vital components of effective governance, revealing the profound importance of transparency, accountability, and the legislative role.

Transparency fosters trust between governing bodies and the citizenry, serving as a cornerstone for credible public administration. Accountability ensures that public funds are managed with responsibility and integrity, safeguarding resources meant for societal benefit.

Meanwhile, the legislative role embodies the Assembly’s function as a representative voice of the people, diligently overseeing executive actions to align governance with public interest and welfare.

The Rivers State House of Assembly’s move to probe Ibas’s tenure reflects a broader commitment to transparency and accountability. As governance narratives unfold, the role of clear, impactful prose remains vital in informing and engaging citizens.

Rivers State citizens deserve clarity on how their resources were managed during the emergency rule. Ibas, as a disciplined soldier, should cooperate with the probe, prioritizing accountability and the people’s right to know.
